Extension of the eligibility to deliver T Levels in 2023
We have today announced an extension of the eligibility to deliver T Levels in 2023. Previously we have said that in 2023 only Ofsted Good and Outstanding providers can deliver T Levels first launched in 2022 (Finance, Accounting, Management & Administration, and three T Levels in Engineering & Manufacturing). We are now extending this to allow providers with a Requires Improvement Ofsted or with no formal Ofsted designation to deliver these T Levels. There is no change in relation to T Levels first introduced in 2023 – providers wanting to deliver these in 2023 have to be Ofsted rated Good or Outstanding.
This decision will allow a number of providers previously unable to deliver these T Levels to offer then – ensuring that more young people can benefit.
Providers impacted by this change have been contacted by the department – they must inform us of any delivery changes by 16 September to ensure they receive up-front funding for delivery in September 2023.

Animal Care & Management
Development of the T Level technical qualification has been underway by City & Guilds. Over recent months, it has become apparent that the content and structure of the qualification need further work and engagement to ensure that the final product meets the expectations of both employers and higher education providers.
As such, the Institute have decided to defer first teaching of this qualification by a year, to September 2024. We are confident that this will allow the time for proper consideration of the range of views about this T Level.
This decision does not change the timeline for Agriculture, Land Management & Production, which will be available for first teaching in September 2023.
T Level Transition Programme - End of Term letter from Stella Pearson, DfE T Level Delivery Division
Principals, Head teachers, T Level Leads and T Level Transition Programme (TLTP) leads in providers preparing or delivering the TLTP in 2021-22AY should have received during the last week a letter from Stella Pearson, Deputy Director of the T Level Delivery Division, thanking them for their work this year and providing updates on the TLTP.

T Levels Alumni Panel
With the first cohort of T Level Students graduating this month, we are looking to create an Alumni Panel to advocate for T Levels.
We are looking for graduating students from all 2020 T Level routes to join this panel to give insight, provide feedback and act as advocates for T Levels.
This would be a great opportunity for the students to network, provide feedback directly to government and it will also help them to develop their presentational skills and add value to their CVs.
If you have students that could be interested in joining the T Level Alumni Panel, please email Tlevel.delivery@education.gov.uk with their name, email address and which T Level the student is doing and we will be able to send them more information.
New Pathfinder Growth Partners
Department for Education are pleased to announce that three pathfinder contracts have been awarded to support the Small and Medium Enterprises (SMEs) market to plan and host quality T Level industry placements.
T Levels launched in September 2020, and we will continue to grow the programme over the next few years. By 2025 we expect in excess of 100,000 students will be studying one of 23 T levels per year. SMEs require additional support at this early stage to embed the programme as it grows. SMEs make up the largest proportion of the national economy and it is recognised that SMEs do not have the same infrastructure of larger employers.
The contracts have been awarded to support employers to host industry placements for the following sectors:
Construction and the built environment
- Building Services Engineering for Construction
- Design, Surveying and Planning for Construction
- Onsite Construction

Reminder: Specialist Equipment Allocation Monitoring Form A due
This is a reminder to all providers who received SEA funding as part of Wave 3, the deadline for returning the Monitoring Form A was the 24 June. If you have not yet returned your form, it is important that this form is returned to us as soon as possible, so that we can review the equipment you are planning purchase using the allocation. Completing the form is a condition of funding set out in your grant offer letter. The form can be found here.

Education and Training Foundation (ETF) Update
Changes are coming to the ETF’s Professional Development Platform!
As part of the annual review of the training needs analysis functionality on the ETF's popular Professional Development Platform (PDP), they have identified a number of ways in which to make the site more user friendly, easier to navigate, and better able to point you to the information you need, when you need it. To make these updates, we’ll need to remove access to the TLPD area of the PDP for a few weeks in August. T Level Assessment
The ETF has partnered with Cambridge Assessment Network to develop a new assessment course for anyone involved in delivering T Levels in their organisation. Assessment in vocational contexts will allow participants to explore the key principles of assessment and apply these to the core components of T Level assessment. This is a fully funded online course hosted on the FutureLearn platform. You might want to complete the ETF's Principles and purpose of assessment first if you would like to familiarise yourself or refresh your knowledge of key concepts on effective assessment.

T Level Progression Profile Update
The Institute for Apprenticeships and Technical Education (IfATE) are developing progression profiles to provide learners, parents, providers and employers information about the options available for learners following their T Level. The progression profiles have now been updated for the T Levels in: Education & Childcare; Digital, Design Production and Development; Onsite Construction; and, Design, Surveying and Planning for the Built Environment. Plus a new progression profile has been added for the T Level in Building Services Engineering for Construction. Providers have had invaluable input, helping to make these as accurate and up to date as possible. Thank you to those who took part in the workshops and provided their feedback. As part of our next steps, we will be looking to create progression profiles for wave 2 Digital and Health & Science T Levels. T Level Technical Qualification in Catering – TQ Specification
To support with your planning Highfield is producing a qualification specification for the T Level Technical Qualification in Catering as a guide for providers. This specification contains all the information needed to deliver this brand-new qualification and sets out the knowledge, understanding, skills and behaviours that Students need to learn.
