Post-16 Pathways Ministerial Webinar: Questions and Answers (Q&A)

This document brings together questions and answers from the ministerial webinar ‘Working together to deliver our post-16 pathways reforms’, held on 12 October 2026. It provides a consolidated reference to the questions raised by participants about the implementation of the post-16 pathways reforms and the practical implications for providers.

It is intended for schools and colleges, training providers, awarding organisations, higher education providers, representative bodies and other stakeholders involved in planning or delivering post-16 technical and vocational education.

The Q&A covers:

  • Implementation timetable, specifications and transition - including the timetable for introducing new qualifications, availability of specifications and teaching materials, and the transition from existing qualifications to the new offer.
  • V Levels: design, size, combinations and assessment - including qualification size, combining V Levels with other qualifications, applied teaching and assessment, and the relationship between V Levels and T Levels.
  • T Levels: delivery, assessment and industry placements - including delivery considerations, assessment and resits, industry placement flexibilities, employer engagement, transport and other practical placement issues.
  • Funding, staffing, estates and provider readiness - questions relating to the practical preparations providers may need to consider as the reforms are introduced.
  • Level 2, Foundation and Occupational Certificates - including progression through Foundation Certificates, Occupational Certificate design and where these qualifications may be offered.
  • English, maths, level 1, SEND and adult provision - questions relating to pathways and support for learners with different needs.
  • Creative and specialist provision - questions relating to the implications of the reforms for creative and specialist areas of provision.
  • Progression, higher education and qualification recognition - including progression beyond post-16 study and recognition of the reformed qualifications.
  • Communication, materials and professional development - including the Post-16 Pathways support materials, careers and communications resources, and the Technical and Vocational Professional Development programme.
  • Reform durability, devolution and system-wide issues - covering wider questions raised about the reforms and the post-16 system.

The document should be read alongside the Post-16 Pathways implementation plan and accompanying Post-16 Pathways support materials, which provide the full implementation timetable, further detail on the reforms and practical resources to support providers.
