16-19 Pathways Implementation Plan - May 2026
We have today published the 16-19 Pathways Implementation Plan, alongside new guidance on industry placements. Below is a summary of the next phase of development and improvement of T Levels outlined in these documents. Through these changes, our aim is to increase the manageability of T Levels, making them more accessible to students and helping providers to scale up provision and transition to T Levels under the reformed system.

- New guidance on industry placements represents a real step-change in delivery- retaining the core aspects of what makes a placement valuable for students, whilst removing key barriers to scaling up. The new delivery approach will give providers scope to design placements innovatively - including working with multiple employers to collaborate on placements; determining the number of placement hours a student can undertake remotely; and the amount of time a student can spend on small team projects or skills hubs.
- New specifications for T Levels in Health and Science have been published - significantly reducing the staff time required to administer assessments. Work to refine the content and assessment of existing T Levels continues – new specifications for T Levels in Engineering & Manufacturing; Accounting and Management & Administration will be shared early next year ahead of qualifications being taught in September 2027.
- Following a recent re-procurement exercise, we have reviewed provider and learner demand for large, classroom-based qualifications at level 3 which support direct entry to finance-related roles. After taking account of this and employer feedback, we have decided to withdraw the T Level in Finance from September 2027.
The T Level in Finance remains a high-quality qualification and provides valuable industry experience, which will support current students into positive destinations. Students already enrolled on the T Level will be able to complete it as intended, including any students enrolling this September. T Levels in Accounting and Management & Administration both cover broad, relevant finance content, and will remain available, supporting students who want to progress to roles in the wider Finance sector. A V Level in Accounting and Finance will also be introduced from September 2027, offering a high-quality, smaller qualification, with broad transferable knowledge. - Outline content for the two new T Levels in Sport and Social Care (for delivery from September 2028) will be published for public consultation in early summer 2026. The Implementation Plan also sets out an updated list of T Level subject areas in scope for content development in 2029 and 2030.
- We will make T Levels available for young adults who do not already have a Level 3 qualification from Autumn 2027 and will provide further detail on eligibility and funding in the near future.
